BAH covers approximately 95% of median rental costs in each area — you keep any difference if you find housing below the BAH rate. BAH is not reduced if you live off-base with a roommate or if your rent is below the allowance. Service members serving OCONUS receive OHA (Overseas Housing Allowance) instead.
